Zimbra, by default does not provide any trigger or tool to add newly added email accounts to an all-hands distribution list.
I wrote a small shell script to achieve the same. Modify suitably and add it to your crontab.
The file /opt/zimbra/conf/all_list_ignore contains a list of email addresses that should be ignored.
